About the Safety Awards Program

The NPRA Safety Statistics and Awards Program is part of a comprehensive safety program developed by NPRA’s Safety and Health Committee to promote accident prevention in the petroleum refining and petrochemical manufacturing industries as well as the contractors supporting them and to publicly recognize those facilities that for the previous year have achieved a high safety standard in their daily operations.

NPRA companies who operate U.S. refineries and petrochemical manufacturing plants, as well as NPRA Associate member contractors working in those facilities.

The Safety Awards are based on records kept for employees in accordance with the Occupational Safety & Health Administration (OSHA) record keeping requirements as defined by law and entered on the OSHA 300A form.

The NPRA safety awards program is open to NPRA Regular Member companies which operate a U.S. refinery or petrochemical manufacturing plant as well as NPRA Associate Member contractors. Associate members must be nominated by a Regular Member operating facility to be eligible for an award.

Contact Liz Couchman for more information regarding the NPRA Safety Award Program.

Awards

Distinguished Safety Award (DSA)

NPRA’s most prestigious award, the Distinguished Safety Award or DSA, as it is known, recognizes those member company refineries and petrochemical plants that have attained a superior level of safety performance in the domestic refining and petrochemical manufacturing industries. Recipients are chosen by a selection committee represented by members of the NPRA Fire and Accident Prevention Committee. It is the selection committee’s responsibility to carefully examine the safety performance records of individual plant locations using the specific screening and selection criteria detailed below.

Screening Criteria

In order to qualify for the DSA, a facility must first pass the screening criteria as described below.

  1. A facility must achieve an employee total recordable incidence rate of 0.6 or less and no employee lost workday cases involving days away from work for the evaluation period.
  2. A facility must achieve a contractor total recordable incidence rate of 0.6 or less and no contractor lost workday cases involving days away from work for the evaluation period.
  3. A facility must have had no employee workplace-related fatalities and no non-employee (contractor, visitor, etc.) workplace-related fatalities for two consecutive evaluation periods.

Selection Criteria

After passing the above screening criteria, the candidate facility’s overall safety performance record will be evaluated by the selection committee considering the following selection criteria:

  1. Overall performance history showing either continuously good safety or a steady improvement over three (3) consecutive evaluation periods or 10 consecutive calendar years, whichever is shorter.
  2. Outstanding performance based on number of hours or years worked without a lost workday case involving days away from work.
  3. Brief written application detailing specifics of the candidate location’s safety program.

Distinguished Safety Award Honorable Mention (DSAH)

This award is presented to those DSA applicants that pass the DSA Screening Criteria and, in the judgment of the Selection Committee, have exhibited exceptional safety performance and program innovation.
